It is interesting how relatively successful secret assignments seem to inevitably get leaked while no one ever hears about the failures. When Mr. Lo finds out who is behind if he will have a stern word with them.
At Least There’s Lunch

Inter-Departmental Cooperation
So it appears that Mr. Lo had made a few phone calls to encourage a little bit of inter-departmental cooperation. (in more ways than one) But why did he invited Mr. Large Hideous Bull Creature and company?
