The Department of Minor Nuisances considers Bert, Blossom, and occasionally Hilda, a useful off-the-books asset

Because of this, they have absolutely no idea what they’re up to while keeping an eye on them to make sure they don’t screw things up too much.

Since nothing is going on with Hilda and Blossom, the Department can focus on official things. At the moment, this mostly consists of Nikki working at the band loft as an “intern” to keep her out of trouble.
