It’s not clear whether Suma has met Bert or not (She knows he’s short) but she has talked to him on the phone several times. Most of the time she was telling him not to do things. Most of the time, she’s polite about it, sometimes she even gave him advice.

From Bert’s perspective, this probably counts as stringing him along.
