If it’s not clear, Nancy is joking by comparing ice cream to drugs… It’s probably not that funny but Paul’s gotten good enough at picking up all of the relevant cues and make a show of being amused.

It looks like Paul and Nancy’s relationship is coming along nicely. And, yes, kissing in public is definitely one of the perks. Holding hands takes a little while getting used to.
